Last Yates Civil War Veteran Dies - Penn Yan - William M. Barrow, 95, the last Civil War veteran in Yates County, who died Saturday night at the home of a son in Naples, will be accorded full military rites of the American Legion at funeral services here, Tuesday.

The band and drum corps of Johnson-Costello Post of Penn Yan and Naples will join in paying final tribute to the last of the "Boys in Blue" at services at 201 E. Elm St. at 2:30 p. m. The body will be escorted from the funeral chapel to the grave in Lakeview Cemetery.

MR. BARROW, widely known throughout Yates County as "Billy" served in Company 126, New York Light Artillery with the Union forces. For many years as the self-styled "manager" of the Town of Jerusalem Memorial Day services, he arranged and presided over ceremonies each Memorial Day.

In a biographical sketch of his life which he personally wrote for The Gannett Newspapers, correspondent at Penn Yan at the age of 89, he told of coming to this country with his parents from England in a sailing vessel. The trip took four weeks.

He was born at Betherdi, England, Dec. 6, 1842. He traveled from New York to Geneva by canal boat and told of trudging behind the horses drawing the boat.

Mr. Barrow first enlisted in 1862 at Penn Yan with Capt. Eastman and went to Elmira. When he was rejected for active service after an examination, he joined the 14th Heavy Artillery and went to Geneva where he recalled he waited more than six weeks and "after examination was again rejected.    "Took my friend John Maxcey; ... left me," he wrote.

In 1864, he enlisted a third time.  This time with the Rochester Union Grays and served in Elmira where more than 65,000 Rebel prisoners were being held. He was discharged from the service in November, 1864, at Rochester.

For many years he was adjutant of the J. B. Sloan Post, GAR at Penn Yan and was the last surviving member of the Post which once numbered 168 members. He made his home at Bluff Point for many years. Surviving are three sons: Joseph A., Naples; William R., Brooklyn, and James T. Barrow, the Bronx.
